Car rental fuel policies in the Gulf, explained

Fuel policy is one of the quieter ways a cheap daily rate turns into an expensive final bill — not because it's hidden, but because most renters don't read it closely enough to notice which version they signed up for.

Full-to-full (the fair one)

You receive the car with a full tank and return it full. If you return it full, you pay only for the fuel you actually used, at pump prices. This is the standard to look for — if a listing doesn't specify, ask.

Full-to-empty / prepaid fuel (the one to watch)

You pay for a full tank upfront, usually at a markup over the pump price, and return the car with whatever fuel is left — no refund for unused fuel. This policy makes the most sense for a one-way trip to the airport where you won't be able to refill before drop-off; for a normal rental it usually costs more than full-to-full unless you're certain you'll run the tank close to empty.

Same-to-same

You return the car with the same fuel level it had at pickup — functionally similar to full-to-full if you received it full, but worth confirming the starting level in writing, since "same-to-same" from a half-full tank is easy to dispute later.

How to avoid getting charged twice

The most common dispute isn't the policy itself but proving compliance — keep the fuel receipt from your last fill-up before drop-off, and if possible, a timestamped photo of the fuel gauge at return. Agencies that charge a refueling fee "for convenience" on a full-to-full contract, despite the tank being full, are charging you for something you already paid for at the pump — worth raising immediately, not after you've left.
