Rules vary more across the six Gulf countries than most travelers expect — a license that's accepted without question in Dubai can get you turned away at a Doha rental counter. Here's the practical breakdown.
UAE
Most Western, and many Asian, licenses are accepted directly for short tourist stays without an IDP, but agencies increasingly ask for one anyway as a paperwork shortcut — bringing one avoids any back-and-forth even where it's not strictly required.
Saudi Arabia
An IDP alongside your home license is the safest combination, especially for Umrah and Hajj travel where checkpoints are stricter. GCC-issued licenses are accepted outright.
Qatar
Qatar has one of the stricter regimes: many nationalities need an IDP to rent and drive, not just a home license, and Doha agencies check this at pickup rather than leaving it to chance at a checkpoint.
Oman
An IDP is recommended for most non-GCC visitors; some home licenses from a short list of recognized countries are accepted alone, but the list changes, so don't assume without checking with the agency first.
Bahrain
Similar to the UAE — many licenses work directly for short stays, but an IDP is the low-effort way to avoid any dispute at pickup.
Kuwait
Kuwait is stricter than most of its neighbors for longer stays; tourists renting for short trips are usually fine with an IDP plus home license, but residents need to convert to a local license fairly quickly.
The safe default
